The funds are managed by the California Department of Community Services and Development (CSD) and are distributed to local service providers. These providers participate in a network of community-based agencies in California.
California LIHWAP Eligibility Criteria
In order to qualify for LIHWAP you must meet the following criteria:
- Currently past due on water or wastewater bill
- Live in household where gross income is at or below 60% of the State Median Income
- Live in a household member is a current recipient of CalFresh or CalWORKs
- Receive service from a community water system or wastewater treatment provider (private wells and septic excluded)
- Reside in area with water or wastewater system has enrolled in the program.
