Low Income Household Water Assistance Program (LIHWAP), a federally funded program.The Low Income Household Water Assistance Program (LIHWAP) is the first-ever federal water program developed to help low-income households access and maintain water and wastewater services through bill payment assistance. Funds are provided to participating service providers via state, tribal, and territorial programs.

The Low-Income Household Water Assistance Program (LIHWAP) is a water assistance program designed to assist low-income households in meeting their immediate water and wastewater needs. The LIHWAP is administered through subrecipients, which collectively cover all 254 counties of the state.
