The Low Income Household Water Assistance Program (LIHWAP) is the first-ever federal water program developed to help low-income households access and maintain water and wastewater services through bill payment assistance. The Low-Income Household Water Assistance Program (LIHWAP) is a water assistance program designed to assist low-income households in meeting their immediate water and wastewater needs. The LIHWAP is administered through subrecipients, which collectively cover all 254 counties of the state.

The mission of Tri-County Community Action Water Assistance Program LIHWAP is:

To reduce poverty and remove barriers that prevent full participation in main-stream society for socially and economically disadvantaged households throughout the East Texas Region by providing Educational programs, Hunger Relief, Employment Services and Utility Assistance in collaboration with other social service agencies in our service areas.
