About this LIHWAP program in Garden Grove, CA
This program provides one-time financial assistance to help Californians struggling to pay overdue residential water or wastewater bills. LIHWAP is funded by the federal government and administered by the California Department of Community Services and Development (CSD). CSD works with a network of community-based local service providers to help low-income households pay down their outstanding bills.
Eligibility:
To be eligible, LIHWAP applicants must:
Have a past-due amount on your water or wastewater bill.
Your water utility company must be enrolled as our LIHWAP partner (please see participating providers above).
If your water utility company is not participating in our program, we can accept your application but will not be able to process it until the company enrolls in the program as a partner.
Be a resident of Orange County.
Provide current income verification.
