The Community Services Division of Maricopa County manages a Utility Assistance Program for residents of Maricopa County, outside of the cities of Phoenix, Mesa, and Glendale which have their own Utility Assistance Programs.
Eligibility:
Maricopa County residents who submit an application may receive assistance with their current utility payments or if they move into a new home with a utility deposit.

To apply the following documents are needed:
Documentation of US citizenship or lawful residence of the applicant.
Documentation of household income received within 30 days prior to and including the date of the appointment.
Up-to-date utility bills for residential gas and electricity usage.
This program does not discriminate on the basis of race, color, religion, nationality, family circumstance, sex, disability, or age.
The programs and services offered are subject to the availability of funding.

Apply online at the Dept of Economic Security website or go to your local office.
Have not received any other financial assistance for water services during the time period for which the applicant is seeking LIHWAP assistance
Have a household income at or below 60% of the state median income (for households of 8 or fewer members) OR have a household income at or below 150% of the federal poverty level (for households with more than 8 members)
Be a resident of Arizona at the time of application (demonstrated by a water bill for services within the state of Arizona)
Be (or a member of the household is) a U.S. citizen or qualified non-citizen Qualified non-citizens include lawful permanent residents, asylees, refugees, certain individuals with parole status, those whose deportations are being withheld, those who have been granted conditional entry (prior to April 1, 1980), individuals who are the victims of battery, Cuban/Haitain entrants, and victims of a severe form of trafficking.
To be eligible for LIHWAP, an applicant must meet the following criteria:
Eligibility
The Low Income Household Water Assistance Program (LIHWAP) provides Arizona households with financial relief toward water and wastewater bills, including water restoration, past-due obligations, and future bills. Eligible households can receive up to $3,000 in water assistance, depending on their need. Assistance is disbursed directly to the applicant's water service provider(s).
