Arkansas Community Action Agencies offer a variety of opportunities for low- to moderate-income arkansans to increase their levels of family stability and self-reliance.
Low-income earners are given the opportunity to work with members of the community through volunteer activities and other civic activities.
People with disabilities and senior citizens are provided with support and emergency services to help them maintain independent living status.
Development services are provided for infants, children and youth to enable them to reach their full potential.
Arkansas CAA works with a network of social partners to provide opportunities for families and improve living conditions in low-income communities.

The Low-Income Household Water Assistance Program is an emergency program to help families with overdue
water bills or who are at risk of losing water service at their home. LIHWAP is a grant you do not have to
repay. Eligible households can receive a one-time benefit of up to $2,000.
If your water or wastewater services have been cut off or if your services are in danger of being cut off
because your bill is past due, you may be eligible.
Documents needed to apply
• Proof of identity
• Social Security card
• Proof of income
• Copies of most recent water utility bills
• Lease agreement (if water is included in your rent)
Customers who receive benefits from LIHEAP, SNAP, SSI, and TANF are considered Categorically Eligible, which means they automatically qualify for LIHWAP benefits.
