People on low incomes have the opportunity to be committed members of their community through volunteering and other civic activities.
Infants, children and young people are provided with developmental services so that they can reach their full potential.
Arkansas CAAs work with a network of community partners to provide opportunities for families and improve living conditions in low-income communities.
There are two primary types of LIHEAP assistance
Regular Assistance — is available for eligible households during the application period of the winter and/or summer programs. This type of assistance is a one-time payment per household per program. Subsequent applications for this assistance during the same program by the same household, or a member of a household having received a Regular Assistance benefit, will be denied.
Crisis Assistance — is available for eligible households during designated application periods. This type of assistance is a one-time benefit per household per program not to exceed $500. Subsequent applications for this type of assistance during the same program, by the same household or member of a household, having received a crisis benefit, will be denied. The maximum allowable payment level of $500 may be reduced whenever deemed necessary by the Department of Human Services (DHS), Office of Community Services (OCS).

The Low-Income Household Water Assistance Program is an emergency program to help families with overdue
water bills or who are at risk of losing water service at their home. LIHWAP is a grant you do not have to
repay. Eligible households can receive a one-time benefit of up to $2,000.
If your water or wastewater services have been cut off or if your services are in danger of being cut off
because your bill is past due, you may be eligible.
Documents needed to apply
• Proof of identity
• Social Security card
• Proof of income
• Copies of most recent water utility bills
• Lease agreement (if water is included in your rent)
Customers who receive benefits from LIHEAP, SNAP, SSI, and TANF are considered Categorically Eligible, which means they automatically qualify for LIHWAP benefits.
Payment for late and past due water bills

Includes sewer and wastewater costs
